REFMAR meets the objectives required of SHOM and defined in the Prime Minister’s instructions relating to observing the sea level and managing and distributing the resulting data, that is to say:
• Coordinating the collection of sea level observations recorded by public services and establishments ;
• Managing and archiving the collected observations;
• Defining the networks and minimum observation specifications for sea levels;
• Defining and promoting suitable operational transmission methods;
• Coordinating the real-time and staggered distribution of observations;
• Checking conformity of observations received;
• Defining, distributing, promoting and monitoring national and international standards (GLOSS) ;
• Contributing to representing France in international and EU observation organisations

1679 : First systematic sea level observations by Picard and de La Hire in Brest.
1701 : The first protocol appears in MHARS for sea level observation methods
1806 : Sea level observations carried out in Brest as ordered by Laplace and Bureau des Longitudes
1844 : Installation of the first tide gauge in France (Toulon) by hydrographic engineer Chazallon, marking the beginning og the first French mainland tidal network (7 tide gauges in 1860).
1880 : New tidal networks managed by other organisations begin to appear (levelling services, ports, etc.)
1920 : Disappearance of the first tidal network. The only remaining tide gauge from the network is to be found in Brest
1992 : Launch of RONIM (33tide gauges at present).
1993 : Installation of the first ROSAME tide gauge (4 at present).
2009 : The SHOM launches a new tidal data base.
2010 : The French Prime Minister signs an instruction relating to observing the sea level and managing and distributing the resulting data. Launch of REFMAR
Number of observation or measurement points :
74 permanent tide gauges (as of 16/10/2012), of which 42 are in mainland France.
Different tide gauges have been used since they were first introduced :
- Tide scale : 1679-
- Mechanical tide gauge : 1844-1992
- Acoustic Sensor tide Gauge (MCN) : 1992-2004
- Radar Tide Gauge (MCN) :2004-
The MCN is equipped with a range finder. This range finder, installed above the surface, acts as an ultrasonic transducer or an electromagnetic (radar) wave range finder. The range finder emits a short series of impulses and detects the reflected signal.

Data is stored in an acquisition station, and can be retransmitted at any time to the SHOM via the telephone network. Data is also transmitted via the Internet in real-time from the tide gauge or to meteorological satellites when they are part of a warning system.
Each data-producing organisation is responsible for checking the quality of these measurements (validation), and processing them; the SHOM is responsible for archiving and distributing this data.
