SACROIS - Algorithm for consolidation of declarative data
SACROIS is a data crossing algorithm that produces professional fishing activity data series (validated, consolidated and qualified production and effort data) for the vessels registered in the Community Fishing Fleet (CFP) file. SACROIS selects the best of the available information sources to produce the reference fishing activity data. SACROIS consists of an operational application for reconciliation, verification and consistency checks of different unitary data streams.
The SACROIS algorithm does not correct the data, its objective is to :
- provide the best possible estimate of the various elements making up a tide from the available data sources
- to identify the incompleteness of the various data sources and to propose a synthesis completed by indicators of data qualification resulting from the crossings.
Twice a month, the SACROIS algorithm produces a new data source, a synthesis of all the available data sources: the reconstructed SACROIS tides.
The SACROIS data have been calculated since 2000 for all fleets for which data are available:
- North Sea - Channel - Atlantic (excluding tropical seiners),
- Mediterranean (excluding bluefin seiners),
- DOM (Reunion, Mayotte, French Guiana and the West Indies).

The SACROIS data allow us to estimate as best we can and according to the data available:
- Who is fishing? vessels and their technical characteristics
- Where: their fishing grounds
- How long? in days at sea, in fishing hours, etc.
- With what fishing gear? : net, trap, trawl, dredge, ...
- With which target species or group of species? With which species or group of target species: notion of fishing profession
- And with what mesh size and fishing effort gear? Number of traps set, mesh size and kilometres of net deployed, number of hooks deployed, size of hooks, etc.
- What species are caught? Sea bass, sole, scallops, etc.
- In what quantity (in kg)?
- And for what value (in euros)?
To do this, the SACROIS algorithm cross-references, reconciles, verifies and checks various sources of information (multiple, complementary and sometimes contradictory):
- the administrative flow containing the history of all vessels registered in the FPC and all ownership movements of Community vessels: place of registration, technical characteristics of vessels,
- fishermen's declarations (paper (10-12m) and electronic (>=12m) logbooks and fishing sheets (<10m)): fishing gear, species caught in volume, fishing areas, fishing time for each day and fishing sequence,
- fishermen's sales (auction sales data and buyers): volume and value per vessel and per sales batch of the species marketed,
- satellite tracking of certain vessels (geolocalised data, in particular VMS) allowing the calculation of geolocalised tides of vessels from departure to return from port (AlgoPesca algorithm),
- other surveys, in particular surveys on the activity of fishing vessels carried out by Ifremer's SIH and compiled by the network of Ifremer observers: reconstitution of the vessel's monthly fishing activity calendar (fishing profession, gear characteristics, fishing areas and number of men on board).
The SACROIS functionalities are as follows:
1/ Reconciliation of the declarative data flows entering SACROIS and calculation/characterisation of SACROIS tides.
2/ Consolidation of the fishing effort assigned to SACROIS tides.
3/ Consolidation of the spatialization of SACROIS tides.
4/ Consolidation of the quantities and faunal composition (in species) of SACROIS tidal landings.
5/ Assigning a value in euros to the species landed from the SACROIS tides.
6/ Assigning a fishing profession (gear and group of target species) to each fishing sequence of the SACROIS tides.
Finally, SACROIS produces the "official" reference fishing statistics (capacity, effort and landings) for regulatory monitoring and for responding to institutionalized calls for data (monitoring of quota consumption and communication to producer organizations, regulatory declarations by the French State to the European Union and to regional fisheries management organizations (RFMOs), mandatory dissemination to statistical organizations (e.g. FAO, Eurostat)). (e.g. FAO, Eurostat)), the implementation of fisheries management policies or the provision of data to scientists for research projects and expertise on French fisheries.
• Precision on the type of data:
The data produced is a reference for :
- All fisheries of vessels in the Atlantic Arc (North Sea, Channel and Atlantic)
- Fisheries by vessels over 12 metres long in the continental Mediterranean and overseas
In Corsica and for vessels under 12 metres in the continental Mediterranean, they are re-evaluated on the basis of the vessels' activity schedules.
For vessels of less than 12 metres in the French overseas territories, these data are too incomplete/parcel to represent the diversity of fishing practices in these sectors and are supplemented by sampling on landing (ObsDeb data).
• Calculated parameter(s):
SACROIS provides the best possible estimate of the various elements making up a tide from the available data sources (e.g. zoning of the tide by taking into account geolocated tides, value of the catch by taking into account detailed sales data, etc.). These are the reconstructed SACROIS fishing trips (start and end dates, fishing profession, fishing zone, landing tonnage and value by species, fishing gear - mesh size and dimension, fishing time).
SACROIS also makes it possible to identify the "incompleteness" of the various declarative flows and to propose a synthesis by cross-validation. Data qualification indicators resulting from cross-validation are also provided. SACROIS reveals the quality of the data flows entering SACROIS.
This tool meets an identified need to have a single source of validated/qualified fisheries statistics (an asset to allow a single and coherent response to all data needs, calls for data/expertise/research/...) and also meets regulatory obligations (EU Reg. Control (art. 145), EU Reg. DCMAP (MAP for Data Collection)).

SACROIS data are banked by vessel and reconstructed fishing trip.
